Utah Gov. Gary R. Herbert signed a law on Monday to approve the use of firing squads for executions when no drugs are available. Currently states are experiencing a shortage of drugs because European drug makers are not willing to sell states the drugs used in lethal injections due to opposition to capital punishment.
