Does the government need to increase its cyber security?

Yesterday, US officials announced that Russia launched a “sophisticated cyberattack” against the Pentagon. There was another cyberattack earlier this summer and fingers were pointed at China. Is this a sign that extra measures need to be taken in cyber security?
